The jutsu allows Mifune to boil/vapor liquids. His eyes are able to send out invisible waves that increase the movement speed of molecules in liquids. The time needed to boil the liquid differs and depends on the amount of liquid, the kind of liquid and if he can target it long enough with his eyes (moving targets are harder to boil as he needs time to focus)

Mifune is the inofficial leader of the Seven Mist Swordsmen, not only because he was the first one to join the group at the age of 9. Moreover, he is said to be the strongest of the seven shinobi, even though there are some among them who exceed him in stamina and power, like Hoshigaki Kisame, but his unique bloodline ability makes up for that – the Mizuhi.

Being the probably well-roundest member of the seven, Tadao excelled all the other shinobi at his age when graduating from the academy. However, by that time he was already under Mizukage`s personal protection and being a direct student of Kirigakure`s Kage propelled Mifunes skills up to new heights.

The day that lead to his deep loyality and trust in the Mizukage and when he earned the respect of the head of the country was when the Mizukage one day had to lead a special ninja squad into one of the raging fights during the long and brutal period of civil wars in Kirigakure. The group of the Mizukage fought hard and well but was eventually ambushed by several small groups of rioters. In this situation Mizukage`s men where reduced to almost zero when another small group of three stepped in and joined the fight. Those three – a man, his wife and child – however fought to the very death and managed to overcome the enemy with the Mizukage`s help. The parents were killed in the battle but the small boy named Mifune Tadao survived at the age of 6.

Just when the leader of the country was about to thank the boy and say his condolences, he noticed something. The eyes of the kid were burning red, he was the last inheritor of a bloodline limit! Bloodlines are generally considered evil in Kirigakure since they caused a lot of trouble and wars in the past and play a role to big to calculate in battles. That`s why they are banished and everyone who inherits a bloodline usually either is exiled, killed or prisonned for the rest of his life.

Mizukage, not sure what to do in this delicate situation, decided on dealing with the troubles later and took the boy with him. Later on he decided to give the boy the unique chance to become his direct student, his most loyal man. In order to stay alive, Tadao Mifune had to promise to obey and serve Kirigakure and the Mizukage until he dies and that his children and grand-children and all the other forthcoming generations had to share the same fate on the side next to the Mizukage.
